Is CapOut a competitor to Estology's Compare tool?

They solve adjacent stages of the same job rather than the same problem. CapOut turns an approved estimate into a production-ready Xactimate project. Estology's Compare is used earlier, while a number is still being determined, to show exactly where two estimates diverge.

Does Estology convert a PDF into an ESX file like CapOut does?

Not yet -- Estimate ESX (PDF-to-ESX conversion) is in development and not currently available to customers. The extraction layer it needs already runs in production behind Compare and Review.
